Today our TV screen shows them attired  in storm trooper-like dress and gear engaged in various local  para-military operations. Big difference between now and back in our  grandpap&amp;#39;s day.&lt;br&gt;&lt;br&gt;I have considered creating a separate website just to keep track of these &amp;ldquo;incidents.&amp;rdquo;&lt;br&gt;&lt;br&gt;But with my numerous sites I have already, my plate is full. Anyone arrested for any of the  crimes will have his or her DNA taken and stored, even if charges are  later dropped or the suspect is acquitted in court.&lt;br&gt;  &lt;br&gt;  The offences show up in employment-vetting checks for years after the  event. Campaigners called the guidelines a step on the road to a  &amp;quot;surveillance society&amp;quot; and said the inclusion of petty offences was  accelerating the growth of the database, which already holds details on  four million people.&lt;br&gt;  &lt;br&gt;  The 210-page list of crimes, drawn up by the Association of Chief  Police Officers (ACPO), includes such minor offences as &amp;quot;opening an  incorrectly delivered packet&amp;quot;, an offence under the 2000 Postal  Services Act; &amp;quot;wantonly disturbing any inhabitant by any ringing  doorbell&amp;quot;, an offence under the 1847 Town Police Clauses Act, and  picking wild flowers for sale, an offence under the 1968 Theft Act.&lt;br&gt;  &lt;br&gt;  Police have categorised the crimes into three grades of severity. If an  adult is convicted of a crime in the least-serious category, group C,  it will show up in employment checks for the next 10 years. If the  offender admits guilt and accepts a police caution, it will show up for  five years. I find the incident troublesome because pulse&amp;trade;  technology conducted-energy weapons (stun guns) are dangerous even if  used properly. No police officer anywhere knows the cardiac condition  of any person they accost. In point of fact, few people with cardiac  conditions who face a stun gun welding cop are even aware of their own  health risk, and that their life may be jeopardy if their heart rhythm  is interrupted.&lt;br&gt;  &lt;br&gt;   &lt;/font&gt;          &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;And,  while the cop who fired the burst, or multiple bursts, is excused  because he or she followed departmental protocol in using the stun gun,  the citizen they accosted for a minor violation is just as dead as if  they had taken out their 9mm sidearm and shot him. &lt;i&gt;What that means  is that an offense as minor as swearing at a cop or not responding fast  enough to an order from a police officer, could become a capital  offense.&lt;/i&gt; The risk to citizens-at-large is too great for police  officers to be allowed to use stun guns for anything less than a  life-threatening situation.&lt;br&gt;  &lt;br&gt;               &lt;/font&gt;          &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;Stun  guns weren&amp;#39;t developed to subdue loud-mouth students in a college  forum. Nor to subdue wiseguys who respond too slowly to orders from  local police officers. (Common sense suggests that smart-mouthing a cop  with a stun gun is first degree stupidity. Most of the idiots who  engage in that type of stupidity generally aren&amp;#39;t smart enough to see a  millisecond into the future and understand what&amp;#39;s about to happen to  them.) What I find alarming in the hours of video footage I&amp;#39;ve viewed  over the past four years, is how many cops used stun guns out of anger  to punish people they were forced to chase on foot&amp;mdash;not because the perp  swung at them or resisted arrest, but simply because they had to chase  them on foot and got winded.&lt;br&gt;  &lt;br&gt;   &lt;/font&gt;          &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;Stun  guns are only slightly less dangerous than real guns. In the hands of  an angry cop who thinks his &amp;quot;suspect&amp;quot; is still resisting because he&amp;#39;s  twisting in agony on the ground&amp;mdash;and gives him another pulsating burst  for good measure&amp;mdash;a stun gun can be just as lethal as a gun.&lt;br&gt;  &lt;br&gt;   &lt;/font&gt;          &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;But,  many of the the police agencies that use them abuse them. Granted,  that&amp;#39;s not Taser&amp;#39;s fault. It&amp;#39;s the fault of the cops on the street who  use the weapon to punish a perp who made them chase them ten blocks on  foot&amp;mdash;and made the cop feels like someone stuck their fist down their  throat and ripped out their lungs through their nostrils. Stun guns  have become the equalizer for secular progressive communities that hire  under-qualified females as law enforcement officers when what they  should be doing is clerical duty at the precinct. A 5&amp;#39;2&amp;quot; petite cop  can&amp;#39;t handle a 6&amp;#39;2&amp;quot; burley drunk. Sorry, ladies. That&amp;#39;s a fact. But  with the equalizer, the petite cop can bring the burley giant to his  knees in short order if he doesn&amp;#39;t move fast enough or tries to get  smart with the cute cop.&lt;br&gt;  &lt;br&gt;               &lt;/font&gt;          &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;&lt;i&gt;Amnesty             International&lt;/i&gt;  has done extensive investigations on the 291 people (between 2001 and  September, 2007) who have died after being struck by police stun guns.  Most of those who went into cardiac arrest were shocked more than once.  Amnesty International records indicate that 92 of those who died were  subjected to from 3 to 21 bursts. One man was shocked continuously for  57 seconds. In their report on a Justice Department inquiry last year,  Amnesty International said of the 291 deaths, only 25 of the deceased  individuals had some form of weapon in their pocket or purse&amp;mdash;none of  which were a gun.&lt;br&gt;  &lt;i&gt;Amnesty International&lt;/i&gt; cited the Justice Department&amp;#39;s  finding that pulse weapons in drive-stun mode were, very often, used as  a &amp;quot;pain compliance&amp;quot; device on individuals who were already technically  in custody and therefore posed no threat to the law enforcement people.  When used in that manner&amp;mdash;solely to inflict pain through either multiple  or prolonged shock&amp;mdash;the stun gun is being used as a torture device.&lt;br&gt;  &lt;br&gt;   &lt;/font&gt;          &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;The  Florida Department of Law Enforcement ruling that cleared the  University of Florida police officers who were placed on administrative  leave following the incident was wrong. They determined that because  the officers followed protocol, they did nothing wrong. The problem is  the protocol is wrong. Using stun guns on nonviolent, non-threatening  citizens is wrong. Amnesty International is correct in its argument  that it was wrong to place pulse weapons in the hands of law  enforcement agencies before the medical community could weigh the  medical consequences of pulse weapons on people with heart conditions,  those engaged in substance abuse, or have other factors that compromise  their health. The &amp;quot;guinea pig&amp;quot; research done by stun gun manufacturers  found that the risk of adverse affects from stun guns on healthy adults  was generally low. What that statement means on its face is that there  is substantial risk to those with compromised health if there is only  &amp;quot;minimal risk&amp;quot; to a healthy adult. The oldest victim of police stun gun  abuse was 95. The youngest was a 6-year old truant. Neither posed a  physical threat to police. Both were immobilized with an electrical  charge.&lt;br&gt;  &lt;br&gt;   &lt;/font&gt;          &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;Since  the police can&amp;#39;t diagnose the high risk targets at a glance, its  basically a crap shoot when they opt to use their pulse weapon to  subdue a citizen for whatever reason. Police claim they didn&amp;#39;t know  that 56-year old Emily Marie Delafield of Green Cove Springs, Florida  was a health risk when they arrived at her home on April 24, 2006 to  settle a domestic dispute. Delafield wouldn&amp;#39;t put down the knife she  was holding so cops gave her a jolt with a stun gun. She was rushed to &lt;i&gt;Orange Park Medical             Center&lt;/i&gt;  where she was dead-on-arrival. The two officers who should have known  better than to use a stun gun on a visibly imfirmed person, were placed  on administrative leave.&lt;br&gt;  &lt;br&gt;   &lt;/font&gt;          &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;On  June 12, 2005, when Horace Owen&amp;mdash;who was hallucinating while on a  cocaine high&amp;mdash;broke into the West Park, Florida home of MacArthur Hodges  screaming that someone was chasing him and wanted to kill him. Hodges  called the Broward County Sheriff&amp;#39;s Department and asked for deputies  to eject the hysterical man from his house. Deputies, who should have  known from their training that pulse weapons can cause electro-muscular  disruption in anyone high on drugs, used a stun gun to subdue Owen. He  was pronounced dead an hour later at Memorial Regional Hospital in  Hollywood, Florida. Owen received what amounted to a death sentence for  housebreaking to escape a mythical murderer he thought was chasing him.&lt;br&gt;  &lt;br&gt;   &lt;/font&gt;          &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;Forty-seven  year old James Borden was also strung out on drugs. Monroe County,  Indiana sheriff&amp;#39;s deputies found him wandering around in a drug-stupor  and arrested him. At the lockup, Borden resisted efforts by deputies to  strip search him. &lt;b&gt;&lt;i&gt;The jailer shot Borden several times&lt;/i&gt;&lt;/b&gt;  with a stun gun before the jailer noticed that Borden was no longer  responsive and that his face had lost all color. He was dead. The  jailer was charged with two counts of felony battery.&lt;br&gt;  &lt;br&gt;   &lt;/font&gt;          &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;Fort             Myers, Florida police were called to subdue a man in the parking lot             of the &lt;i&gt;Ruth Cooper Center for behavioral Health Care&lt;/i&gt;  on Oct. 15, 2005. Forty-five year old Steven Cunningham was arguing  with a friend in the parking lot. The friend brought Cunningham to the  facility because he was suffering from cocaine toxicity. Where they  could have easily subdued him with pepper spray, the Fort Myers police  opted to use a stun gun. He was shocked three times. The last time was  after Cunningham was shackled and could not harm anyone. He died. He  suffered capital punishment for arguing with a friend who wanted him to  admit himself into a detox center.&lt;br&gt;  &lt;br&gt;   &lt;/font&gt;          &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;On             the same night in Fort Myers 35-year old Tracy Rene Shippey walked into             a &lt;i&gt;Hallmark Gold Crown Store&lt;/i&gt;  on Cleveland Avenue and asked store employees to call 911 because she  had been in a fight. Shippey&amp;mdash;like Cunningham&amp;mdash;was suffering from cocaine  toxicity. While employees told police that Shippey knocked over some  displays in the store because they didn&amp;#39;t respond fast enough, it is  more likely that she simply fell into them.&lt;br&gt;  &lt;br&gt;   &lt;/font&gt;          &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;When  the police arrived and attempted to take her into custody on the  store&amp;#39;s complaint, she tried to leave. One officer tackled her, causing  her to become agitated. She was shot with a stun gun. She was  handcuffed and placed in the backseat of the squad car. When Shippey  tried to kick out the back window of the cruiser and she was stunned  again several times. (The police have declined to state how many times  she was stunned, or for what length of time.) According to police, she  began foaming at the mouth and her lips turned blue. Paramedics were  called at 7:08 p.m. and arrived 15 minutes later. She was pronounced  dead at the &lt;i&gt;Southwest             Florida Regional Medical Center&lt;/i&gt;  shortly after 8 p.m. Her capital offense? Knocking over a store  display. The coroner listed the cause of death as &amp;quot;excited delirium.&amp;quot;&lt;br&gt;  &lt;br&gt;   &lt;/font&gt;          &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;Excited  delirium is not a medical term and does not represent a medical cause  of death. She, like Cunningham died from electro-muscular disruption  caused by the stun gun and the victim&amp;#39;s drug addiction. County  coroners, particularly in Florida, use the made-up phrase &amp;quot;excited  delirium&amp;quot; to insulate law enforcement from allegations of excessive  force and to suggest it was the medical problems of the victim and not  excessive force by police that caused their deaths.&lt;br&gt;  &lt;br&gt;   &lt;/font&gt;          &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;Cases  like this are so commonplace that we have stopped questioning it when  they happen. We need to question authorities who use stun guns because  291 deaths since 2001 suggest that law enforcement officers have  literally executed American citizens for &amp;quot;crimes&amp;quot; as minor as yelling  in the street. In April, 2005 a Minnesota man died after local police  shot him with a stun gun because he refused to stop shouting at his  neighbors. A Houston County, Texas man was stunned to death when he  refused to pay a $700 fine.&lt;br&gt;  &lt;br&gt;   &lt;/font&gt;          &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;Fortunately,  most people who are victims of stun gun abuse don&amp;#39;t die. A Riviera  Beach, California cop shot a derelict with a stun gun for sleeping on a  park bench and for not getting up fast enough when the cop asked for  ID. In Palm Beach, Florida police used a stun gun on a man riding a  bicycle at night without a headlight. A woman in Boyington Beach,  Florida was shot with a stun gun for going 52-mph in a 35-mph zone.  Police said she was stunned because when one of the officers pulled her  out of her car, she tried to slap him.&lt;br&gt;  &lt;br&gt;   &lt;/font&gt;          &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;Instances  of police stun gun abuse are rampant. Sadly, the protocols instruct law  enforcement officers how to use stun guns, but not when. Theoretically,  cops supposedly understand that stun guns are dangerous weapons that  can cause death or serious injury. Logic suggests stun guns, like the  cop&amp;#39;s 9mm sidearm, will be used only when the officer is threatened  with bodily injury.&lt;br&gt;  &lt;/font&gt;  &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;&lt;br&gt;  Under no circumstance should a pulse device be used on anyone who  appears to be a good prospect for cardiac problems or appears to be  stoned on drugs. &lt;/font&gt;            &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;Imagine  for a moment that you read an article in the morning paper about a cop  firing his weapon at an unarmed, fleeing robber&amp;mdash;and killing him. You  are morally outraged that such a thing could happen. Where is the moral  outrage against the cop who kills a man who won&amp;#39;t stop yelling at his  neighbors? Does it not exist because the cop used a stun gun, and the  death is viewed as an unfortunate accident? That may be. But having the cop on the street  sentence an unruly citizen to death for a minor infraction of the  law&amp;mdash;or for shouting at his neighbors&amp;mdash;violates all standards of decency. Pogue, a Missouri native, never bought drugs, never sold them, never  held them, never used them, never smuggled them, never even saw them.&lt;br&gt;  &lt;br&gt;    But because federal prosecutors allowed a paid government informant  to lie about Pogue&amp;rsquo;s involvement in the sale of a parcel of land to  supposed drug smugglers, he was convicted. Under tough federal  sentencing guidelines, a judge had no choice but to give the Air Force  veteran what might effectively be a death sentence.&lt;br&gt;  &lt;br&gt;    Pogue &amp;mdash; father of 27 children, 15 of them adopted &amp;mdash; is 65. He  doesn&amp;rsquo;t expect to leave prison alive, and as details later in this  story will show, he is baffled that the government he served for more  than 30 years worked so hard to betray him.&lt;br&gt;  &lt;br&gt;           In another case, hundreds of miles away, federal agents interrogated  businessman Dale Brown for four hours at a Houston, Texas, warehouse.  When he tried to leave, they stopped him. When he asked for a lawyer,  they refused to get him one.&lt;br&gt;  &lt;br&gt;    After Brown finally was charged in a government sting called  Operation Lightning Strike, federal prosecutors denied that the  warehouse interrogation had even happened. They said the dozen others  who reported the same coercive tactics in the sting were making it up,  too.&lt;br&gt;  &lt;br&gt;    Federal sting operations are supposed to snare criminals, but in  Operation Lightning Strike, federal agents spent millions of dollars  entrapping innocent people who worked on the periphery of the U.S.  space program.  The evidence against them was contrived. The guilty pleas were coerced. Those who     fought the charges won.&lt;br&gt;  &lt;br&gt;    Brown said all it cost him was his business, his savings, his family and his health.         In Florida, prisoners call the scam &amp;ldquo;jumping on the bus,&amp;rdquo; and it is  as tantalizing as it is perverse. Inmates in federal prisons barter or  buy information that only an insider to a crime could know &amp;mdash; often from  informants with access to confidential federal crime files.&lt;br&gt;  &lt;br&gt;    The prisoners memorize it and get others to do the same. Then, to  win sentence reductions, they testify about crimes that might have been  committed while they were in prison, by people they&amp;rsquo;ve never met, in  places they&amp;rsquo;ve never been. The scam succeeds only because of the tacit  approval of federal law enforcement officers.&lt;br&gt;  &lt;br&gt;    Cocaine smuggler Jose Goyriena used &amp;ldquo;jump on the bus&amp;rdquo; testimony to  help federal prosecutors put three men in prison for life, and he was  set to do it again for prosecutors who promised to cut his 27 year  sentence by 10 years or more.  Prosecutors knew Goyriena had bragged about his lies to cellmates,  but the prosecutors didn&amp;rsquo;t reveal what they&amp;rsquo;d heard to any of the men  Goyriena had helped condemn &amp;mdash; violating one of the fundamental tenets  of American justice. Prosecutors routinely withhold  evidence that might help prove a defendant innocent.  Milano in Georgetown after socializing with some friends. She had  driven her SUV only a few hundred yards before she was pulled over by  D.C. police for driving with the headlights off. She told the officer  the parking attendant at Caf&amp;eacute; Milano probably had turned off her  vehicle&amp;rsquo;s automatic light feature.&lt;br&gt;  &lt;br&gt;      Not mollified, the officer asked Bolton to step out of the  car, walk in a straight line, recite the alphabet, stand on one foot,  and count to 30. He checked her eyes for suspicious jerkiness and  insisted on a breath test for alcohol.&lt;br&gt;  &lt;br&gt;      The breath test revealed that Bolton&amp;rsquo;s blood alcohol content  (BAC) was 0.03 percent, a level a 120-pound woman could expect after  drinking one glass of wine. It was well below the 0.08 percent limit  that marks a driver as legally intoxicated in D.C. It was not low  enough for the arresting officer, however. This middle-aged mother of  two, who hadn&amp;rsquo;t drunk to excess, who hadn&amp;rsquo;t run a red light or run a  stop, was arrested, handcuffed, and fingerprinted for an innocent  mistake. She sat in a jail cell for hours and was finally released at  4:30 a.m. Bolton spent four court appearances and over $2,000 fighting  a $400 ticket. She then spent a month fighting to get her license back  after refusing to submit to the 12-week alcohol counseling program.&lt;br&gt;  &lt;br&gt;      The arresting officer, inaptly named Dennis Fair, insists:  &amp;ldquo;If you get behind the wheel of a car with any measurable amount of  alcohol, you will be dealt with in D.C. We have zero  tolerance&amp;hellip;.Anything above 0.01, we can arrest.&amp;rdquo; Fair recognized that  nearly everyone in D.C. was unaware of this zero tolerance policy.  Still, he told The Washington Post, if &amp;ldquo;you don&amp;rsquo;t know about it, then  you&amp;rsquo;re a victim of your own ignorance.&amp;rdquo;&lt;br&gt;  &lt;br&gt;      Bolton&amp;rsquo;s arrest was not the result of a single cop&amp;rsquo;s  overzealousness. In 2004 D.C. police arrested 321 people with BACs  below the legal limit of 0.08 percent for driving under the influence.  The year before, the number was 409.    After the Bolton  incident, James Klaunig, a toxicology expert at the Indiana University  School of Medicine, told The Washington Post, &amp;ldquo;There&amp;rsquo;s no way possible  she failed a [sobriety] test from impairment with a .03 blood alcohol  level.&amp;rdquo; Fair had claimed that Bolton swayed and lost her balance when  taking the sobriety test, triggering the breath test.&lt;br&gt;  &lt;br&gt;      A BAC test, one of the main tools used by law enforcement to  catch drunk drivers, determines how much alcohol is present in the  bloodstream. A BAC of 0.08 percent, for instance, means 0.0008 of your  blood is alcohol. At that level, though, you&amp;rsquo;re hardly slurring your  words or staggering.&lt;br&gt;  &lt;br&gt;      In 2000 President Clinton signed a federal law aimed at  pressuring states to lower their BAC limits from 0.1 percent to 0.08  percent. States that didn&amp;rsquo;t go along were threatened with the loss of  federal highway funds. Karolyn Nunnallee, president of Mothers Against  Drunk Driving (MADD), predicted that a nationwide 0.08 percent standard  &amp;ldquo;will save nearly 600 lives every year.&amp;rdquo;&lt;br&gt;  &lt;br&gt;      It hasn&amp;rsquo;t worked out that way. In the July 2007 issue of  Contemporary Economic Policy, Sam Houston State University economist  Donald Freeman examines the most recent data available and concludes  &amp;ldquo;there&amp;rsquo;s no evidence that lowering the BAC limits&amp;hellip;reduced fatality  rates, either in total or in crashes likely to be alcohol related.&amp;rdquo;  This is true, he found, both in states that adopted a 0.08 percent BAC  standard on their own and in states that did so under federal pressure.&lt;br&gt;  &lt;br&gt;      During the last decade, according to the National Highway  Traffic Safety Administration (NHTSA), alcohol contributed to between  16,000 and 17,000 traffic-related fatalities a year, about two-fifths  of the total such deaths. It used to be a good deal worse. Back in  1982, three-fifths of all traffic related fatalities were attributed to  alcohol. Since then, ad campaigns and education have raised public  awareness about the dangers of driving smashed. States have instituted  stricter punishment for drunk driving, and law enforcement officials  are also better prepared to ferret out drunk drivers. A lot of the  credit must be given to the hard work MADD did in educating the public  about the menace of drinking and driving.    But the decline in alcohol-related deaths persisted only until 1997.  &lt;br&gt;    &lt;br&gt;  Since then the vehicular death toll attributed to alcohol has remained  stable at around 40 percent. This stagnation in drunk driving deaths  has caused considerable consternation among activists and law  enforcement officials. Lately, the fight against drunk driving has  shifted from serious alcohol abusers with no regard for the law toward  responsible drinkers.&lt;br&gt;  &lt;br&gt;        Neoprohibitionists aim to muddle the distinction between drunk  diving and driving after drinking any amount of alcohol. Sen. Barbara  Boxer (D-Calif.) endorsed the idea at a Senate Environment and Public  Committee hearing way back in 1997, contending that we &amp;ldquo;may wind up in  this country going to zero tolerance, period.&amp;rdquo; Former MADD President  Katherine Prescott concurred, in a letter to the Chicago Tribune, where  she stated &amp;ldquo;there is no safe blood alcohol, and for that reason  responsible drinking means no drinking and driving.&amp;rdquo;&lt;br&gt;  &lt;br&gt;      Technically she&amp;rsquo;s correct. Driving is never completely safe,  and many things drivers commonly do-including speaking on a cell phone,  talking to passengers, applying lipstick, eating a sandwich, drinking  coffee, adjusting the radio, reprimanding the kids in the back seat,  and daydreaming about weekend plans-can make it riskier.&lt;br&gt;    &lt;br&gt;  As states and cities have begun focusing on zero tolerance (or &amp;ldquo;driving  while distracted&amp;rdquo; laws, which target the diversions laid out above)  they are losing focus on the real threat, namely habitually drunk  drivers.&lt;br&gt;  &lt;br&gt;        Drinking is under attack these days in ways we haven&amp;rsquo;t seen  since the failed experiment with national alcohol prohibition in the  1920s. Indeed, for many neoprohibitionists, that experiment wasn&amp;rsquo;t a  failure at all, since it did cut alcohol consumption, which is all that  matters. We can see that mentality today in policies that go beyond  preventing drunk driving or punishing drunk drivers and aim to  discourage drinking per se.&lt;br&gt;  &lt;br&gt;      Founder&amp;rsquo;s Remorse Although alcohol nannies generally support  zero tolerance, one dissenting voice doesn&amp;rsquo;t. &amp;ldquo;I thought the emphasis  on .08 laws was not where the emphasis should have been placed,&amp;rdquo;  Candace Lightner told the Los Angeles Times in 2002. &amp;ldquo;The majority of  crashes occur with high blood-alcohol levels, the .15, .18 and .25  drinkers. Lowering the blood-alcohol concentration was not a solution  to the alcohol problem.&amp;rdquo;&lt;br&gt;  &lt;br&gt;      Lightner&amp;rsquo;s views can&amp;rsquo;t be easily dismissed by anti-alcohol  activists. In 1980 her 12-year-old daughter, Cari, was killed by a  hit-and-run driver on a suburban street in Southern California. When  the perpetrator was apprehended, he was drunk. It turned out he had  been convicted of driving while intoxicated four previous times-once  just days before he killed Lightner&amp;rsquo;s daughter. Even after his fifth,  fatal offense, he received just a two-year sentence and avoided prison  by serving time in a work camp and a halfway house.&lt;br&gt;  &lt;br&gt;      The light sentence her daughter&amp;rsquo;s killer received spurred  Lightner to &amp;ldquo;fight to make this needless homicide count for something  positive in the years ahead.&amp;rdquo; She did that by founding MADD in 1980.  She changed the world for the better by raising public awareness about  the serious nature of drunk driving and promoting tough legislation  against the crime. Due to Lightner&amp;rsquo;s potent grassroots work, aggressive  campaigning, and popularization of the concept of designated drivers,  MADD grew rapidly in its first five years. By 1985 it boasted 364  chapters, 600,000 members, and a $12.5 million budget.&lt;br&gt;  &lt;br&gt;      Lightner has moved on from MADD, and since then has  protested the shift from attacking drunk driving to attacking drinking  in general. &amp;ldquo;I worry that the movement I helped create has lost  direction,&amp;rdquo; she told The Cleveland Plain Dealer in 1992. BAC  legislation, she said, &amp;ldquo;ignores the real core of the problem&amp;hellip;.If we  really want to save lives, let&amp;rsquo;s go after the most dangerous drivers on  the road.&amp;rdquo; Lightner said MADD has become an organization far more  &amp;ldquo;neoprohibitionist&amp;rdquo; than she had envisioned. &amp;ldquo;I didn&amp;rsquo;t start MADD to  deal with alcohol,&amp;rdquo; she said. &amp;ldquo;I started MADD to deal with the issue of  drunk driving.&amp;rdquo;&lt;br&gt;  &lt;br&gt;      While it seems safe to assume that nearly every parent in  the United States opposes drunk driving, the same cannot be said for  MADD&amp;rsquo;s efforts to stop drinking. Neither is every politician on board.  In October 2005, responding to noisy complaints from local residents  and negative national publicity, the D.C. Council decided, by a 9-3  vote, to abandon the zero tolerance policy that snared Debra Bolton.  &amp;ldquo;D.C. is once again open for business,&amp;rdquo; said council member Carol  Schwartz. She said visitors &amp;ldquo;can come in and have a glass of wine and  not be harassed or intimidated.&amp;rdquo; That&amp;rsquo;s good news. Sadly, it&amp;rsquo;s not the  case everywhere.    Ignition Failure More than 40 states require  convicted drunk drivers to install ignition interlock devices: The  driver breathes into a tube attached to the device, and if his blood  alcohol concentration is measurable the vehicle won&amp;rsquo;t start.  Considering the high recidivism rate among drunk drivers, the interlock  system may be a reasonable preventive measure for those who have proven  they pose a danger to others. But what about people who have never been  arrested, perhaps never even had a ticket, or who never drink under any  circumstances? Can they be trusted to start their cars without taking a  breath test?&lt;br&gt;  &lt;br&gt;      In 2004 New Mexico state Rep. Ken Martinez (D-Grants)  introduced a bill that would have forced every driver in his state to  install an ignition interlock device. In addition to the indignity and  inconvenience of breathing into a tube every time they start their  cars, this requirement would cost drivers about $1,000 each to install  the device, according to estimates by the states that require them.  Incredibly, the bill breezed through the state&amp;rsquo;s House of  Representatives by a 45-to-22 vote. &amp;ldquo;Honestly, I put forward this bill  to start some dialogue,&amp;rdquo; Martinez told &lt;a class=&quot;external&quot; href=&quot;http://gunnygcops.wetpaint.comhttp://wired.com/&quot; rel=&quot;nofollow&quot; target=&quot;_blank&quot;&gt;Wired.com&lt;/a&gt;.  &amp;ldquo;And it became a very thought-provoking process&amp;hellip;.We want New Mexico to  be a leader at using technology to curb some societal ills.&amp;rdquo;&lt;br&gt;  &lt;br&gt;      The New Mexico Senate, thankfully, let the bill die. But  soon legislators in New York and Oklahoma were making noise about a  universal interlock requirement. &amp;ldquo;If the public wants it and the data  support it, it is literally possible that the epidemic of drunk driving  could be solved where cars simply could not be operated by drunk  drivers,&amp;rdquo; Chuck Hurley, MADD&amp;rsquo;s executive director, told USA Today in  2006. &amp;ldquo;What a great day that would be.&amp;rdquo;&lt;br&gt;  &lt;br&gt;      Pre-emptive War on Drunk Driving Unfortunately, there is  considerable precedent for such pre-emptive measures. In 2005 a  Pennsylvania court rejected an appeal from a man whose driver&amp;rsquo;s license  was revoked by the state after he told doctors he knocked back more  than a six-pack of beer a day. State law requires doctors to report any  of a patient&amp;rsquo;s physical or mental impairments if the doctors think it  could compromise his ability to drive safely. Keith Emerich hadn&amp;rsquo;t  gotten in any legal trouble, related to drinking, driving, or anything  else, and his job attendance was as exemplary. Yet a three-judge  Commonwealth Court panel said the Pennsylvania Department of  Transportation was justified in taking away Emerich&amp;rsquo;s license-not  because he had driven while intoxicated but because he might.&lt;br&gt;  &lt;br&gt;      Numerous anti-DUI law enforcement tactics now taken for  granted are not only unduly invasive but ineffective. Consider  roadblocks, a well-intentioned preventive measure that does little more  than waste time and create pollution. This form of anticipatory law  enforcement intimidates social drinkers and fails to address hardcore  drunks, who often simply avoid roadblocks, turning on side streets when  they see the flashing sideshow ahead. It targets those who aren&amp;rsquo;t  driving recklessly, haven&amp;rsquo;t had a single drink, and have places to go.&lt;br&gt;  &lt;br&gt;      According to numerous studies and reports dating back to  1987, the chance of getting picked up at a roadblock for being  intoxicated is minuscule. MADD is nonetheless an enthusiastic supporter  of sobriety checkpoints. It claims roadblocks reduce fatal  alcohol-related crashes by as much as 20 percent. Yet recent  fluctuations in such crashes have no correlation with states that do or  don&amp;rsquo;t use checkpoints.&lt;br&gt;  &lt;br&gt;      During the Christmas season of 2003 in Fairfax County,  Virginia, a suburb of Washington not far from the site of Debra  Bolton&amp;rsquo;s arrest, local police took pre-emptive law enforcement to an  absurd extreme, launching a sting operation that targeted 20 local bars  and restaurants. The mission: apprehend &amp;ldquo;drunk&amp;rdquo; patrons before they try  to drive. These drinkers were far from their cars and in some cases did  not even own cars. What type of evidence did the police use to measure  intoxication? According to one law enforcement official involved in the  sting, the determination could be made based on unflicked cigarette  ashes, an excessive number of restroom visits, noisy cursing, or a  wobbly walk.&lt;br&gt;  &lt;br&gt;      The raids involved 10 cops in SWAT-like outfits. In an  interview with The Reston Times, the general manager of one targeted  establishment said &amp;ldquo;they tapped one lady on the shoulder-who was on her  first drink and had just eaten dinner-to take her out on the sidewalk  and give her a sobriety test. They told her she fit the description of  a woman they had complaints about, and that they heard she was dancing  topless.&amp;rdquo;&lt;br&gt;  &lt;br&gt;      In one raid, of the 18 drinkers tested for sobriety, nine  were hauled to jail for public intoxication. When asked to explain the  rationale for the raids, then-Fairfax County Police Chief J. Thomas  Mange declared that you &amp;ldquo;can&amp;rsquo;t be drunk in a bar.&amp;rdquo; Where can you be  drunk? &amp;ldquo;At home. Or at someone else&amp;rsquo;s home. And stay there until you&amp;rsquo;re  not drunk.&amp;rdquo;&lt;br&gt;  &lt;br&gt;      Following the logic of such operations, watching television  under the influence in your own home may soon be grounds for  paramilitary raids. A Super Bowl party, a wedding shower, or a bachelor  party can attract dozens of guests, many of whom will be drinking. Why  not target those people as well? They have cars.&lt;br&gt;  &lt;br&gt;      It&amp;rsquo;s true that &amp;ldquo;public intoxication&amp;rdquo; is illegal. So is  jaywalking. Police should use common sense, allocating their resources  to protect citizens as efficiently as possible. It&amp;rsquo;s hard to believe  the most pressing problem in all of Northern Virginia that night was an  inebriated and allegedly topless woman. The immediate effect of hauling  a few boozy bar patrons down to jail is insignificant. But the alcohol  nannies are counting on the long-term impact: Once word gets out,  people will be less inclined to get sloshed anywhere, anytime.&lt;br&gt;  &lt;br&gt;      Such policies sometimes backfire. After the Fairfax County  raids, the entire city council of Herndon, Virginia, criticized the  practice of targeting law-abiding businesses and drinkers. &amp;ldquo;It is the  unanimous opinion of the council that police overstepped their bounds  and overreacted,&amp;rdquo; one member said.&lt;br&gt;  &lt;br&gt;      Yet numerous states and municipalities are experimenting  with Fairfax-style intimidation. In 2005 the Texas Alcoholic Beverage  Commission warned that it would be conducting &amp;ldquo;Sales to Intoxicated  Person Stings&amp;rdquo; in various parts of the Lone Star State. &amp;ldquo;We believe  responsible adults should drink responsibly,&amp;rdquo; said Heather Hodges, a  MADD victims advocate involved in planning the operation, in a MADD  press release. &amp;ldquo;A bar is not intended to be a place to get fall-down  drunk.&amp;rdquo; In March 2006, one of the first sting operations was conducted  in a Dallas suburb where agents infiltrated 36 bars and arrested 30  people for public intoxication.&lt;br&gt;  &lt;br&gt;      &amp;ldquo;It&amp;rsquo;s killed our business,&amp;rdquo; one Dallas bar owner told a  local TV station. &amp;ldquo;People are scared to come out. I don&amp;rsquo;t even drink,  and I&amp;rsquo;m scared to go out, and it&amp;rsquo;s not right. We don&amp;rsquo;t want to put  drunks on the road, but we don&amp;rsquo;t want people to be afraid to do  something that&amp;rsquo;s legal. If they don&amp;rsquo;t want people drinking, they should  outlaw alcohol.&amp;rdquo;&lt;br&gt;  &lt;br&gt;      Bar None MADD officials say they &amp;ldquo;strongly support&amp;rdquo; the  right of alcohol-related crash victims to seek &amp;ldquo;financial recovery from  establishments and servers who have irresponsibly provided alcohol to  those who are intoxicated or to underage persons, or who serve past the  point of intoxication individuals who then cause fatal or injurious  crashes.&amp;rdquo;&lt;br&gt;  &lt;br&gt;      I&amp;rsquo;m not sure if any MADD leaders have been to a saloon  lately, but the local Cheers-style tavern where everyone knows your  name is all but dead. In large cities, working at a bar can mean  serving alcohol to hundreds, if not thousands, of patrons each night.  Once we train servers to double as psychics, MADD&amp;rsquo;s liability principle  will make sense. &lt;br&gt;    &lt;br&gt;  Until then, we can have mandatory breath tests for patrons. Once again,  the neoprohibitionists stand for seemingly sensible policies that in  practice make the sale and consumption of alcohol nearly impossible.&lt;br&gt;  &lt;br&gt;        Most states have dram shop liability laws, which generally allow  lawsuits to be brought by those injured by an inebriated person against  the establishment which contributed to that person&amp;rsquo;s intoxication. In  Texas minors can sue a drinking establishment for their own injuries  should they get their hands on enough alcohol to be intoxicated and  hurt themselves. Under Illinois law, plaintiffs don&amp;rsquo;t even have to  prove a bartender was aware of the consumer&amp;rsquo;s inebriation. In other  states, dram shop liability extends to serving the &amp;ldquo;habitually  intoxicated,&amp;rdquo; who will be a cinch to identify for all those clairvoyant  bartenders.&lt;br&gt;  &lt;br&gt;      If getting drunk in a bar is to be forbidden, it makes sense  to ban happy hour. Back in 1984, the Massachusetts legislature banned  the practice of offering cheaper drinks during the traditional &amp;ldquo;happy  hours&amp;rdquo; of 4 p.m. and 7 p.m.-or any other time. That law kicked off a  wave of happy hour restrictions around the country. From Ohio, where  bars were compelled to end two-for-the-price-of-one premiums at 9 p.m.,  to West Virginia, where bars must have food available during happy  hours, to Mississippi and Oregon, where happy hours are still allowed  but cannot be advertised, happiness is being snatched from law-abiding  Americans across the land.&lt;br&gt;  &lt;br&gt;      Such laws often have unintended consequences. When a 1990  Illinois law banning &amp;ldquo;happy hours&amp;rdquo; took effect, bars came up with a  creative solution, changing &amp;ldquo;happy hours&amp;rdquo; to the even better &amp;ldquo;happy  days.&amp;rdquo; A &amp;ldquo;happy day&amp;rdquo; means reduced prices on drinks for the entire day,  since the price of drinks cannot be legally changed during any one  business day.&lt;br&gt;  &lt;br&gt;      On its website, MADD condemns &amp;ldquo;Practices Which Encourage  Excessive Alcohol Consumption,&amp;rdquo; including happy hours, ladies&amp;rsquo; nights,  and any fluctuations in prices that bring in consumers during what are  usually slow hours. The group calls upon the &amp;ldquo;hospitality industry to  voluntarily end all practices associated with excessive alcohol  consumption.&amp;rdquo; As a backup, MADD also supports the legal prohibition of  such practices in all 50 states.&lt;br&gt;  &lt;br&gt;      Sometimes bars want the state to help stop practices  consumers love. Bar crawling is common in cities like New York,  Chicago, and Los Angeles. Friends, typically in their 20s and 30s, get  together and go from bar to bar. To attract such groups, some bars  offer unlimited drinks for a fixed price. In 1999 New York Gov. George  Pataki signed into law a ban of the practice, asserting that it  encourages &amp;ldquo;irresponsible binge-drinking.&amp;rdquo;&lt;br&gt;  &lt;br&gt;      Even if that&amp;rsquo;s true, adult binge drinking is none of  Pataki&amp;rsquo;s business, since adults have the right to get smashed as long  as they don&amp;rsquo;t hurt anyone else. But bar and nightclub owners didn&amp;rsquo;t  mind when Albany prevented them from engaging in this sort of expensive  price war. The pubs&amp;rsquo; chief trade group lobbied strenuously to get the  state to stop the practice.&lt;br&gt;  &lt;br&gt;      Alcohol nannies also have targeted sporting arenas, blaming  alcohol for every brawl or other instance of misconduct by fans. George  Hacker, director of alcohol studies at the Center for Science in the  Public Interest, suggests several solutions, including a ban on selling  beer in the stands, a reduction in the size of a beer serving from 16  to 10 ounces, a 3.2 percent limit on beer alcohol content, the  elimination of beer signs, and aggressive police identification of  &amp;ldquo;people who are obviously intoxicated.&amp;rdquo; Although brawls occur at a tiny  percentage of sporting events, alcohol nannies latch onto them as an  excuse to interfere with the enjoyment of millions of fans.&lt;br&gt;  &lt;br&gt;      Drinking may not be a prerequisite for a happy life, but  it&amp;rsquo;s a ritual most Americans have enjoyed as long as the nation has  existed, and harmlessly so in the overwhelming majority of cases.  Although I&amp;rsquo;m not an exceptionally heavy drinker, I can&amp;rsquo;t, and don&amp;rsquo;t  want to, imagine a life without alcohol. In a letter  released to the Alligator on Monday afternoon, Meyer wrote that he  &amp;ldquo;stepped out of line&amp;rdquo; and felt he had tarnished UF&amp;rsquo;s image.  &amp;ldquo;For that again, I am truly sorry,&amp;rdquo; Meyer wrote.&lt;br&gt;  &lt;br&gt;    Meyer, a UF telecommunication senior, was tackled, Tasered and  arrested by University Police Department officers during a  question-and-answer session following the speech from Kerry, a Democrat  who represents Massachusetts.  Meyer was charged with a  third-degree felony for resisting arrest with violence and a  second-degree misdemeanor for disturbing the peace.&lt;br&gt;  &lt;br&gt;    Meyer has since withdrawn from classes, said Robert Griscti, Meyer&amp;rsquo;s attorney. He plans to return in January.&lt;br&gt;  &lt;br&gt;    Meyer has accepted punishment from UF for violating the  Student Code of Conduct, stated a news release from Patricia  Telles-Irvin, UF&amp;rsquo;s vice president of student affairs.&lt;br&gt;  &lt;br&gt;    The details of Meyer&amp;rsquo;s penalty could not be disclosed, Telles-Irvin wrote.  &amp;ldquo;Students make mistakes,&amp;rdquo; she wrote. &amp;ldquo;What&amp;rsquo;s most important are the lessons learned by all of us and making things right.&amp;rdquo;&lt;br&gt;  &lt;br&gt;    A decision from the State Attorney&amp;rsquo;s Office about Meyer&amp;rsquo;s criminal charges is due to become available today.&lt;br&gt;  &lt;br&gt;    Spencer Mann, spokesman for the office, could not be reached for comment by press time.&lt;br&gt;  &lt;br&gt;    Griscti said Monday he couldn&amp;rsquo;t comment on the decision.  Although Meyer allowed himself to be photographed in Griscti&amp;rsquo;s office,  he declined comment as well.&lt;br&gt;  &lt;br&gt;    &amp;ldquo;This is beyond anybody&amp;rsquo;s expectations in terms of media  interest,&amp;rdquo; Griscti said. &amp;ldquo;I&amp;rsquo;ve yet to find anybody who doesn&amp;rsquo;t know  about this in Gainesville, Europe or elsewhere.&amp;rdquo;&lt;br&gt;  &lt;br&gt;    The aggressive attention from other students and the media has  been hard on Meyer, Griscti said, but he&amp;rsquo;s learned a lot about  journalism in the process.  &amp;ldquo;Given that this is his chosen field, it&amp;rsquo;s been a good educational process,&amp;rdquo; Griscti said.&lt;br&gt;  &lt;br&gt;    He said Meyer&amp;rsquo;s apology was completely self-prompted. He started drafting it immediately after his release from jail Sept. 18.&lt;br&gt;  &lt;br&gt;    &amp;ldquo;In society, as in life, there are consequences for not  following the rules,&amp;rdquo; Meyer wrote. &amp;ldquo;In this instance, not following the  rules has imposed consequences for many people other than myself,  people who have seen their school, and perhaps their degree, tarnished  in the eyes of others through no fault of their own.&amp;rdquo;  Griscti said Meyer didn&amp;rsquo;t plan his outburst, as the UPD report might have suggested.&lt;br&gt;  &lt;br&gt;    However, Meyer&amp;rsquo;s remark to officers in the police car, when he  said they &amp;ldquo;did nothing wrong,&amp;rdquo; was accurate. That&amp;#39;s  the message police departments across the country are trying to send by  loaning residents radar guns and turning them into neighborhood speed  watchers.Volunteers can&amp;#39;t ticket the drivers they catch breaking the  speed limit, but their reports can result in warning letters being sent  by police, depending on how fast the drivers were going.&lt;br&gt;  &lt;br&gt;  Police say the program is worth it if it can make even a few motorists  obey speed limits. &amp;quot;It&amp;#39;s one more element of enforcing speed,&amp;quot; says Lt. Police  have said Meyer refused to stop questioning Sen. John Kerry at a campus  event last month. The whole student body was arrested by being detained in various  classrooms and forced to wait while the search of their lockers  verified that each student was innocent of drug possession. Every  locker got searched. And every student was under technical arrest until  cleared of drug possession, approaching unlawful imprisonment.   The  school sent us a letter home with our son saying it was a  &amp;quot;...pre-planned search of student lockers using trained narcotics  detections dogs.&amp;quot; It continued, &amp;quot;As per our ongoing protocol of  ensuring a safe and orderly drug-free environment...this search was a  component of our program to deter illegal activity.&amp;quot; There was no  reasonable suspicion of any drug activity. It seems that this search  was itself an illegal activity because it was a warrantless dragnet,  pure and simple.&lt;br&gt;  &lt;br&gt;               This incident is proof to parents that the  government has little common sense when it comes to our children. They  teach about human rights, the U.S. Constitution and tolerance, but do  not practice what they preach.                                          Many  of the kids are saying that Steinert H.S. teachers, counselors and  principal are not about education, just prosecution of the &amp;#39;War on  Drugs.&amp;#39; There are over 1,625 students and guess what percentage of them  were discovered to have had drugs or marijuana in their lockers? Zero.  Nada, as in not one. For this, the Hamilton Township police and school  administration alienated the trust of all 1,625 students, many of whom  now feel that students are automatically guilty until proven otherwise.  The kids know that they would never do the same thing to their  teachers&amp;#39; lockers, nor publicly owned offices of the U.S. Congress, the  White House and all federal agencies to weed out all those who seem to  be definitely on drugs.&lt;br&gt;  &lt;br&gt;              The Hamilton School District and Police Department  stand on the point that the students&amp;#39; lockers are public property and  thus subject to search at any time. However, how far can a police  agency go into warrantless searches of over a thousand people&amp;#39;s effects  without probable cause? Why must students have no expectation of  privacy of their personal effects when given no choice but to use  school lockers for their burdensome books, note pads, lunches, clothing  and other paraphernalia? And why are other public employees storage  spaces not routinely searched while teachers, office clerks and even  Congressional representatives are held under lock down?&lt;br&gt;  &lt;br&gt;              If you go to a restaurant and place your parka on a  public coat rack, can a police officer search every coat on the rack,  go inside your zippered pockets and indict you for any contraband that  he might find? Or do you still have rights to privacy in your personal  effects no matter where you set them temporarily?            Whether  these searches were legal or not, what kind of message are they sending  to the whole student body? That they are guilty until proven innocent  and that their freedoms are secondary to elites advancing their  political careers by posturing themselves as effectively dealing with  juvenile drug problems. There is no juvenile drug problem, just a  problem in the judgment of out-of-touch-with-reality Hamilton, New  Jersey, community leaders.&lt;br&gt;  &lt;br&gt;                       Unsaid is that this tactic of arresting  whole student bodies and searching every locker is a pseudo-terrorist  tactic designed to frighten kids into not bringing controlled  substances to school. In the War on Terrorism, even local government  has become a neo-terrorist operation, indulging in situational ethics  where the end justifies whatever means it chooses.&lt;br&gt;  &lt;br&gt;              In Hamilton Township, New Jersey, a drug-free  environment is a rights-free environment. You use what funds are available  and be prepared to CUT BACK where you need to. If that means staff  reductions, then get on the road, Sheriff. Answer the calls like the  deputies, stand a shift in the corrections facility. Dispatch when  someone needs to be home with a sick child. Scratch going to the state  capitol for one of those &amp;quot;work a little then play sessions with the  other county sheriffs.&amp;quot; Serve some warrants and subpoenas on your own.  The list goes on. &lt;br&gt;  &lt;br&gt;  &lt;/font&gt;&lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;However,  above all else, be there in spades when it comes to handling ANY  confrontation with the bad guys. Those roles have changed very little  since the old days. As long as man walks, crime will walk beside us.  Keeping crime and criminals under the sheriff&amp;#39;s boot is absolute. Doing  so with a Sheriff&amp;#39;s Posse is not knew, but seldom done. I support that  strongly. County administrators cringe at the thought of &amp;quot;trained&amp;quot;  individuals pinning on a badge and holstering a .45 pistol. It is  tantamount to apoplexy for pencil pushers. &lt;br&gt;  &lt;br&gt;  Statistics on liability, lawsuits, &amp;quot;avoidable&amp;quot; injuries and  inappropriate conduct charges from lunatic district prosecutors heads  the lists of things to definitely avoid for first term sheriffs. &lt;/font&gt;            &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;I  say, rubbish. Do what works. Do what must be done! Trust the people to  assist and to use good judgment. Train your people yourself and do not  let ANYONE get out of line. I stand in support of these issues  100%. I have told two county sheriff committees that. They refused to  assist me in my election process. Imagine that. I was not in tight  enough with the elite and power brokers in the county. I believed in  and was committed to &amp;quot;old ways&amp;quot; of enforcing the law and using proper  procedures. I played no favorites and would not bend to their demands  of special treatment. I would not get behind ridiculous taxing schemes  to soak county residents for more revenue to fund pet projects of the  empire building sheriffs or county commissions &amp;quot;funding&amp;quot; the sheriff&amp;#39;s  office. I stated that I would place these promises on paper and sign  it. &lt;br&gt;  &lt;br&gt;  A violation of that oath would require my immediate resignation from  office. They threatened to take away road patrols and funding for  school liaisons (nice, but not necessary). It was the same old tired  story, jurisdiction after jurisdiction. Does it ever change? It does  when the right person is elected. &lt;/font&gt;            &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;The  local candidates promise the moon, but succumb almost immediately to  the special interests who want those taxes, favors, or the status quo.  After all, it worked that way in 1920, so why not now. Keep the elite  happy and comfortable. Well, what about the folks that can&amp;#39;t pay their  bills and are skirting the edges of generations of laws designed to  keep them out of the compliance loop set up in the state capital, but  only used against the families already on the edge of existence. &lt;br&gt;  &lt;br&gt;  The  winks and special passes are reserved for the empowered. &lt;/font&gt;            &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;Double  standards, ridiculous taxes, and regulations drive hard-pressed people  to the edge. Get a sheriff like Fred Allenbrand in Olathe, Kansas, in  1970, who was out working with his deputies AND the people, and you  have a sheriff who can diffuse almost any peace or life threatening  problem. &lt;/font&gt;            &lt;font face=&quot;Georgia, Times New Roman, Times, serif&quot;&gt;That  was one sheriff I would have modeled myself after. Or a man of sterling  character, morals and unwavering commitment to Kansas law enforcement  like retired Kansas Law Enforcement Training Center Director my dear  friend, Maynard Brazeal, and you have a legend in the making. Because these men said they would do what they would do, and you could  take it to the bank---every single time, no exceptions. &lt;br&gt;  &lt;br&gt;  The &amp;quot;fly by night&amp;quot; killer resume&amp;#39; paper heroes that promote themselves  with, &amp;quot;I&amp;#39;ll do anything to get elected and then do what I want or what  somebody tells me&amp;quot; sheriff makes me sick. That encouragement has spawned a culture of  paramilitarism in American law enforcement.        The 1980s and  1990s have seen marked changes in the number of state and local  paramilitary units, in their mission and deployment, and in their  tactical armament. According to a recent academic survey, nearly 90  percent of the police departments surveyed in cities with populations  over 50,000 had paramilitary units, as did 70 percent of the  departments surveyed in communities with populations under 50,000. &lt;br&gt;    &lt;br&gt;  The Pentagon has been equipping those units with M-16s, armored  personnel carriers, and grenade launchers. The police paramilitary  units also conduct training exercises with active duty Army Rangers and  Navy SEALs.           State and local police departments are increasingly  accepting the military as a model for their behavior and outlook. The  sharing of training and technology is producing a shared mindset. &lt;br&gt;    &lt;br&gt;  The problem is that the mindset of the soldier is simply not  appropriate for the civilian police officer. El  presidente Jorge W. Boosh typically is using the war as the excuse. No,  Pilgrim, the war in Iraq certainly has continued and intensified the  process, but that is not where the present, festering horror began. They get &amp;quot;dirty&amp;quot; money from their pushers and deposit  it in banks and other financial institutions. When it comes out the  other end, it&amp;#39;s &amp;quot;clean.&amp;quot; The only way to prevent them from doing that &amp;ndash;  we were told &amp;ndash; was to destroy all financial privacy. The only way to  prevent them from doing that was to require Americans to fill out  federal forms reporting to Washington almost everything they were doing  with their money.&lt;br&gt;  &lt;br&gt; The &amp;quot;War on Drugs&amp;quot; includes turning the  cops into criminals in uniforms by letting them keep part of the take  when they make a narcotics bust. If a small, even minute, amount of  narcotics is found in a car, or in a house, the criminals in uniform  can seize it, even if the owner doesn&amp;#39;t know it is there. Yes, the  victim can sue to get it back, if he can afford the lawyers after the  cops have stolen his funds. You can lose your money if a dog trained to  do so smells something on it, and there is almost always something on  it. You&amp;#39;ve heard many such horror stories. I don&amp;#39;t need to repeat them  here.&lt;br&gt;  &lt;br&gt; Most of the people in prison for drugs are not big time  drug smugglers or even little ones. They are people who were caught  with something, maybe marijuana. The &amp;quot;War on Drugs&amp;quot; has totally  transformed our society. There is a modern version of the French  Revolution&amp;#39;s Reign of Terror, which not surprisingly has morphed into  the present &amp;quot;War on Terror&amp;quot; inspired by Washington&amp;#39;s destruction of the  World Trade Center in New York. There could be no &amp;quot;War on Terror&amp;quot;  today, even after Nine Eleven, had the &amp;quot;War on Drugs&amp;quot; not laid the  foundation.&lt;br&gt;  &lt;br&gt; But of course, the inconvenience, even the  suffering, would be worth it if we protect THE CHILDREN, right? We&amp;#39;ll  do anything for THE CHILDREN. So, has the &amp;quot;War on Drugs&amp;quot; protected  them? Has it kept drugs out of our country and off our streets? To  answer that question, we need to compare the situation before the drug  laws to the situation now, almost forty years into the &amp;quot;War on Drugs.&amp;quot;&lt;br&gt;  &lt;br&gt;  Before the &amp;quot;War on Drugs,&amp;quot; before the drug laws, there were people who  used drugs. There will always be such people. There were &amp;quot;opium dens.&amp;quot;  There always will be. There is nothing you can do to stop them,  because, for whatever destructive, suicidal reason, those people are  compelled to hurt themselves. Much of the time, they wound up dead or  in prison for robbery to finance their &amp;quot;habits.&amp;quot;&lt;br&gt;  &lt;br&gt; But there  was no &amp;quot;emergency.&amp;quot; We are talking about a few people who will &amp;quot;do  drugs&amp;quot; no matter what. By the way, for the record, I have never puffed  the magic dragon even once. My drug use was confined to taking an  aspirin every few years, and now I don&amp;#39;t even do that. &amp;quot;Hard&amp;quot; drugs &amp;ndash;  heroin, cocaine, etc. &amp;ndash; are an abomination and so are the monsters who  traffic them.&lt;br&gt;  &lt;br&gt; So, after almost forty years of the &amp;quot;War on  Drugs,&amp;quot; do we have more drugs or less? We have more, right? We have  much more, immeasurably more. The &amp;quot;War&amp;quot; has been an utter failure. We  have lost. More of THE CHILDREN are lost. In fact, it gets worse. Hasn&amp;#39;t the &amp;quot;War on Drugs&amp;quot; done the same thing? The  &amp;quot;difference&amp;quot; is that today&amp;#39;s drug gangs come from other countries. Moreover, the narratives do disclose  that a male officer originally wanted to search Gotbaum but she  screamed for a female police officer.&lt;br&gt;        &lt;br&gt;  I don&amp;#39;t know how the Phoenix police run things but I can only tell you  that all these narratives do not ring true at all to me. To function in several law  enforcement capacities is a fairly common practice among law  enforcement officers. It is not my intent to indict an entire  profession on a single incident of mass murder by one of its members,  but it is high time that we as a nation confront that which has gotten  to be most threatening and serious in regard to the increasing  militancy and the us against them mentality of too many of those who  make up the law enforcement community.&lt;br&gt;  &lt;br&gt;  Recently a reader of my columns wrote to me in regard to this very  problem and urged that I write a column to address the issue. She wrote  in part, &amp;quot;we are now witnessing a further result of the  unconstitutional destruction of the separation of jurisdictions between  levels of enforcement authority. Local law enforcement officers are  freely using brutal tactics, not to protect the citizens, but to  maintain and further the corrupt, illegal, lying, and murderous status  quo. The emerging youthful beardless boys of arrogant police agencies  who have had no training in, and evidence no regard for, the  Constitution and the Bill of Rights compound this condition.&lt;br&gt;  &lt;br&gt;  Despite all their new equipment, massive arsenals, body armor, and  federal monies, these brave new police enforcers will hide behind  trees, buildings, vehicles, and obey incredible orders to stand down  instead of attempting to rescue a disarmed and meek citizen or citizens  being slaughtered by some crazed individual or by another freaked out  &amp;#39;law&amp;#39; agency conducting raids upon unsuspecting and often totally  innocent people. Those who resist in any way these incursions are  murdered wholesale and burned out.&lt;br&gt;  &lt;br&gt;  When I see horrifying events like these, I remember the totally  different attitude and valiant actions by far less equipped and far  more exposed police officers actively and courageously risking their  lives, trying to pull the wounded and dead victims to shelter, while a  law-abiding and armed citizenry helps to pin down a sniper so the  police could work their way into a building to end that tragedy as fast  as possible.&amp;quot;&lt;br&gt;  &lt;br&gt;  This lady has very astutely identified the increasing hostility and the  shift in ethics and principles of all too many in the law enforcement  community. She also quite correctly identifies the corrosion of the  profession and the corrupting influence of the federal government,  which should have no control or ascendancy over local law enforcement  agencies.&lt;br&gt;  &lt;br&gt;  Lest one think that this is just sour-grapes by a civilian who resents  the authority of law enforcement officers it is necessary that I  mention the fact that I receive letters from active and retired members  of the law enforcement community who echo this writers thoughts and  outrage in regard to the deterioration of the law enforcement  fraternity. A recently retired police officer wrote the following, &amp;quot;The  current compliment of young officers contains too many who are  arrogant, undisciplined and sadistic in the performance of their  duties. They have little or no regard or respect for the rights of  ordinary citizens and often deprive them of their dignity as human  beings with their roughshod tactics.&amp;quot;&lt;br&gt;  &lt;br&gt;  Just as the volunteer and paid military personnel of today no longer  resemble greatly the conscripted civilian servicemen who stormed the  beaches of Normandy and slogged their way across Europe or the valiant  civilian turned warriors who fought through steamy jungles and  assaulted the beaches of various enemy held Pacific islands, the law  enforcement officers of today bear little resemblance to their  counterparts of yesteryear. These were aptly called peace officers and  they served as the protectors of their fellow citizens under the most  humble of circumstances in regard to pay and remunerative benefits.&lt;br&gt;  &lt;br&gt;  The difference between those who served in the law enforcement ranks  forty to fifty years ago and those who serve today is evidenced by the  fact that the mindset of the officers of the past and those of the  current crop, in regard to service to the public, are miles apart. It  irritates me to no end to see the decals on today&amp;#39;s patrol cars, which  declare that the occupants &amp;quot;serve and protect&amp;quot;. Indeed actions speak  louder than words or decals on a car, and all too often today the  actions of police officers are in conflict with the self-serving words  displayed on their cruisers.&lt;br&gt;  &lt;br&gt;  To be totally honest I have to point out that this changed paradigm is  not just confined to the police services. It is a reflection of the  great degradation of morals and personal ethics that had washed over  this country and sucked the young into a malevolent maelstrom of  degeneracy. If it feels good do it, if it titillates the senses do it,  if it adversely affects others too bad. This has gotten to be the creed  of a large number of people in this country, and we are paying a very  heavy price indeed for this slide into immorality. The quality of not  being in accord with proper standards of right and good conduct is  pulling society down on all levels and unraveling the ethical standards  of too many of our once solid professions. Nowhere is this more evident  than in the law enforcement profession today.&lt;br&gt;  &lt;br&gt;  It used to be that candidates for positions in law enforcement were  simply selected for recruitment on the basis of their moral and ethical  standards in the community. They were interviewed and then carefully  chosen acquaintances, past employers, neighbors, former teachers and  other community leaders were sought out and queried as to their  observations of the individuals who were being considered for these  important positions. The law enforcement administrator of the agency  was the ultimate and final authority on whether or not a candidate was  hired. It was a simple process that worked remarkably well as is  attested by the quality of those that were hired. Once they were on  board their superior officers were in a position to assess their  capabilities and their suitability for the various special functions  within the department. And they did not need civil service commissions  to direct, dictate or assist them in the process.&lt;br&gt;  &lt;br&gt;  Through the years the criteria for the selection of law enforcement  candidates and the mandatory prerequisites for the hiring and training  thereof changed drastically when state legislative bodies turned the  process over to the bureaucrats. There is absolutely nothing that  bureaucrats cannot screw up, and they have done a magnificent job of  screwing up law enforcement.&lt;br&gt;  &lt;br&gt;  These perpetual meddlers in all things determined that candidates  should be psychologically tested before even being considered for a law  enforcement position. Generally the Minnesota Multiphasic Personality  Inventory test referred to as the MMPI is used to determine if a  candidate is personally qualified to function as a law enforcement  officer. The test consists of 567 true or false questions regarding the  candidate&amp;#39;s likes, dislikes, personal habits and predilections, which  purportedly enables an evaluator to make a determination if a candidate  is a nut case or is well adjusted. Some of the questions restrict a  candidate&amp;#39;s ability to provide other than one answer to a question that  presents multiplex possibilities. For example candidates are asked if  they like little boys better than little girls or conversely if a  candidate likes little girls better than little boys. He may like  little boys and little girls equally well, but he is not given that  option. There are some very strange questions on the test, and I recall  the absolute dismay of the sheriff of a fairly large county over the  fact that his candidates were being queried as to whether their feces  was light colored or black and tarry. The sheriff was in a state of  apoplexy, as he furiously demanded to know what dark stools had to do  with whether or not a candidate was suitable for employment. Maybe, he  opined, we ought to require stool samples as a prerequisite for the  hiring of new officers.&lt;br&gt;  &lt;br&gt;  Recently in Delaware a young freshly and honorably discharged Marine,  Sergeant Derek Hale, was beset by a police execution squad pursuant to  an investigation of his association with a motorcycle gang, with which  he had been working on a Toys for Tots project. Sergeant Hale was  married and the father of two children who along with his wife  witnessed his execution. The young man who had absolutely no criminal  history and who had, by virtue of his unblemished history, been issued  a concealed-weapons permit was minding his own business when the police  goon squad screeched up. When the bewildered former Marine, who had  been sitting on a front stoop, rose to his feet he was tasered and  thrown to the ground. Paralyzed by the voltage he was unable to comply  with an order to raise his hands so he was tasered again this time the  voltage sickened him so that he vomited and further rendered him  incapable of responding to the shouted commands of the storm troopers.  In quick succession he was tasered a third time and when he was in a  completely helpless and vulnerable state of being one of the brave  members of the squad, a Lieutenant of the Wilmington Police Department  moved in close and at point black range shot him three times in the  chest, the .40 caliber slugs shredding his insides. May the infamy of  this murderer follow him to his grave and beyond.&lt;br&gt;  &lt;br&gt;  I can virtually assure you that this Lieutenant had been tested and  found to be mentally sound and competent to perform police services. I  also would venture to say that the deputy sheriff from Wisconsin  discussed previously who cold bloodedly riddled the bodies of seven  people with bullets had likewise been tested and found to be fit to  serve his community as a certified and duly appointed law enforcement  officer, so much for the fake science of psychology. If these officers  are not nut cases - and their psychometric tests say that they are not  - then it stands to reason they must simply be brutal and sadistic  murderous thugs.&lt;br&gt;  &lt;br&gt;  We have come to a point in this country where police death squads in  coal scuttle helmets, black armor and jack-boots strike the same terror  and fear into the hearts of innocent law-abiding citizens that their  counterparts of the SA and SS did in Nazi Germany. All that is missing  is a crooked cross upon their helmets.&lt;br&gt;  &lt;br&gt;  How is it that the law enforcement profession has come to it present  deplorable and damnable state of being? It is evident that the federal  government and the bureaucratic agencies thereof have had a great and  corrupting influence upon local law enforcement and that the meddling  politicians on all levels of government are equally culpable. It cannot  be contended that all law enforcement officers are inherent bullies and  molesters of the people of their communities, but it can be declared  that forces well beyond their control have molded many of them in that  image.&lt;br&gt;  &lt;br&gt;  The politicians and bureaucrats who comprise our governments on all  levels have an insatiable lust for the people&amp;#39;s money. They contrive at  all times to tap into the fruits of the labors of the poor saps that  have put them into the offices that they occupy. They have taxed  everything that their people possess or hope to possess. Since their  constituents have been taxed to the max they have turned, in their  money mad intoxication, to other sources of revenues. One of these  sources has been the fines and costs assessed for infractions of the  millions of laws that they have put into place. Just as they have never  met a tax that they didn&amp;#39;t like they have likewise not crafted a law or  administrative rule that did not meet their approval as a revenue  maker. Every day the various governments haul in millions of dollars in  totally unreasonable fines and costs from hapless citizens for minor  infractions of one kind or another.&lt;br&gt;  &lt;br&gt;  Law enforcement administrators will tell you, if they are honest, that  they are subjected to considerable pressure from city councils and  administrators, county boards and state legislatures to ensure a steady  flow of monies into their treasuries through a heavy handed enforcement  of misdemeanor statutes. The motor vehicle statutes are often the most  abused in this regard. As a former law enforcement administrator I can  attest to the truthfulness of that which I write in this regard.&lt;br&gt;  &lt;br&gt;  Lawmakers have ingeniously built a clever innovation into the way that  these spoils are dispersed and distributed. The gross take is  proportionally allotted to the various government entities in the order  of rank and importance much in the way that the gangsters dispersed  their ill-gotten gains. I believe that the politicians and their  pandering bureaucratic buddies have raised legal extortion and larceny  to new levels. As I stated each government entity is allocated a  percentage of the take in descending order, the state retains the lions  share, as did Al Capone, and the remaining levels of government receive  a cut of the balance.&lt;br&gt;  &lt;br&gt;  Just as Al Capone and the other gangster lords had soldiers to make  their collections so does the government, they are called policemen.&lt;br&gt;  &lt;br&gt;  Most police agencies deny that they have in place a quota system, they  are lying and they know that they are lying. They just use semantics to  disguise or camouflage what is essentially a quota system. A state  trooper explained his quota system to me thusly: &amp;quot;Each month I am  scheduled for an evaluation as is every trooper in the organization. Protestations to the effect that I did not observe  violations being committed in these areas hold no water with my  superior. I am admonished that in future evaluations there had better  be some increased activity in these areas or else. I am left to my own  devices as to how to generate such activity, which in essence means  that I have to either fake it or be left to face the consequences.&amp;quot;&lt;br&gt;  &lt;br&gt;  We have reached an execrable state of being in regard to the state of  law enforcement in this nation today. We are on the final leg of a journey into perdition. I am  thoroughly convinced that our Creator would be absolutely justified  should He rain destruction upon this fallen nation, and I expect it  momentarily. If there is in fact no move toward repentance we will have  no one to blame for our demise other than ourselves. We need to get our  house in order and we need to do it this very moment not tomorrow, not  next week, not next year, it has to be done now! We must start with our  own lives then we need to move to quickly clean out every last rotten  and corrupt public official in this nation, from the top to the bottom.  I wish that the elections were tomorrow because our time is critically  short. If we elect any of the candidates other than Ron Paul we are  destined for the pit. There are none on the Democratic side who are  morally upright, and only several on the Republican side who are  ethically fit. After telling the feds that she  didn&amp;#39;t know where Jacobs was, the officials warned her that she could  be arrested if she was lying or withholding information and also  offered her cash in return for information on Jacobs&amp;#39; whereabouts,  according to Ancram.&lt;br&gt;  &lt;br&gt;                        Marshals told Ancram that if Jacobs did  not contact them within 24 hours they would put out a warrant for his  arrest.                                                                                Jacobs later returned to Manchester and arranged                   to meet with the Marshals but they failed to show up.
